On July 18, 2025 it was brought to my attention that an Elmira Police Officer was alleged to have provided confidential police information to an individual. This unauthorized release of information jeopardized an active investigation and placed individuals involved in that investigation at risk.
The Elmira Police Department took immediate action by suspending the Officer and revoking all access to department files, buildings and information systems. Due to the seriousness of the allegations, the Elmira Police Department requested the assistance of the New York State Police.

The New York State Police conducted a criminal investigation, which ultimately resulted in the arrest of the officer. On October 15, 2025, Officer, Shyonna Pacheco, 26 was charged with Hindering Prosecution 2nd Degree, a Class E Felony; two counts of Official Misconduct, Class A Misdemeanors; and two counts of Obstruction of Governmental Administration 2nd Degree, Class A Misdemeanors. The internal investigation remains ongoing, and the Officer continues to be suspended.
The Elmira Police Department has initiated the termination process. The Elmira Police Department will not tolerate official misconduct among its Officers. This behavior does not reflect the values of our department, brings discredit to the agency and interferes with our ability to fulfill our duties to the community effectively.
The Elmira Police Department will not be releasing any further information at this time.
